Although it may appear that parties with the greatest number of seats are the ones that have obtained the greatest number of votes that is not the case in Spain's electoral system. In Spain the seats are divided among the provinces and the reference that establishes the number of seats is the total population of each province. A direct consequence of this system is that parties whose voters are dispersed will barely obtain seats while parties that have a more concentrated mass of voters (ideally in one province alone) will have a greater chance of obtaining a seat, even though their number of voters is much fewer. A key example to illustrate this situation is to compare a national party (like IU) with the main regional parties.
